How do I clip a few line at the bottom of a video frame

I capture a video from an old SVHS tape. There is a wavy video noise at the bottom of the captured video. How do I clip the video noise out. It is easily done with Premiere clip effect, but I can't find anything similar to that.

Use event pan/crop- uncheck "stretch to fill frame".

Thanks for your reply. One more question. Does this mean I now have the frame
size is smaller by that many lines or still is the same, only the clipped lines are fill with black back.
