How do I “ghost” one video over another?

I have a video segment that I want to “ghost” another video segment over it. I want to see 100% of the main video, but have the overlay video showing at something like 15%. I’m aware how to use the cookie cutter feature, but that cuts out the video below it. Any suggestions on how to do this? Thank you.

Make the video on the upper track transparent or less opaque. If you want to adjust only that one clip, hover the mouse pointer near the top edge of the event until it changes to a little crooked dragging finger and drag the mouse down. A blue line appears across the event. The farther you drag this line down the more transparent the event will become.

If you want to adjust all events on the entire track then use the opacity slider in the track header at the left edge of the screen.

Note that this does a fade between the clips. If you drag the opacity of the upper clip down to 15% then the lower clip will only be at 85%. If you want the lower one at the full 100% then adjust the compositing mode of the upper track. "Additive" will make the lower clip 100% no matter what the upper clip is set to. However, "Lighten" may be a nicer result, though you can expect some of the darker parts of each clip to become invisible.
