how do i pitch shift in cents?

I was on the forum once and read about pitch shifting with - and = and using control to adjust it finely. But for some reason it doesn't work on all my projects. Anyone know what else I need to do to a project to get it to work?

If it's consistant with other Vegas controls and SoSoFo apps , hold down the CTRL key while wheel-scrolling the slider.

(You do have a wheel mouse I assume - I cannot imagine how anybody could live efficiently without one !)
