Well, i guess i won't spend time wondering why you'd want to waste so much screen space with black and have the image smaller ... ;)

Add track motion to all your video tracks and use it to reduce the size of the image.

well, there's something else i want. in the video link when you put the video in full screen it doesn't have the black border on the sides, just on the top and bottom. that's how i want it to be in full screen.
how do i do that?

It's done by having a video in the shape you want to reach side-to-side and rendered to a shape that's taller than the video. There's absolutely nothing more to it than that. So, for example, you might have a source video that's 720x360 and render it inside a project that's 720x480.

Generally though it's best to have the output shape be the same as the source video so that there's no black borders in your video at all. That way viewers can have it as large as will fit on their screen.

To get that "Movie screen look" aspect ratio is 21:9. Similar to what others have mentioned you can also use Track Motion and "squeeze" the top and bottom of frame to size you want.
