Google for 'Photoscape'. It is free. Play with the 'anigif' module.

ANY animated gif will "loop and loop" .. it's either that or run thru once and stop (and that's not veryy useful)

As far as making them? Any version of Photoshop (including Elements) can do it just fine. I do it all the time.

In the case of video ... I capture single frames from the timeline .. add them together in one image as "layers" .. then "save for web" and select animation time (how long each frame shows) and if it will loop or not.

If you want the action to "pause" you'll need to insert duplicate frames because all the frames have to have the same time.

The Photoscape that Ivan suggested lets you chose the time of each frame. Very helpful Ivan thanks.
