How to add a frame to a video.

Greetings, I'm completely new to the video-editing world, the only software I know is Windows Movie Maker.
I would like to know if it's possible to make something like this:



 

Basically, I need to make a square-size video, the frame (with title, subtitle and image) must remain static while the video plays below.
I googled some tutorials but all I found were youtube videos teaching how to put a simple coloured border line.

I would like to know if it's possible (and relatively easy to do it in Sony Vegas for a novice compared with other video editing softwares) and whether if there are tutorials on how to add the frame in question. I'm not expecting to continue with the video-editing thing, I just need to know how to add the frame and that's it.

It is quick and easy to do in Vegas but I find it much quicker and easier for static images to cut a transparent section from the .PNG file in a photo editor and put it on a track above the video track. Here is a project that does just that. Use it to learn the process.

You’re welcome, you’ll get the hang of it.

Vegas Pro 4, 8, 9, 10, 11, 12, 13 and 14. I did that project in 12 so it would have broad compatibility.
