@MikeS Hi, "Vector Stroke effect",? I'm not familiar with that, & Google only really showed this dotted line effect in Adobe AE

@efim If you don't find a solution I made this in free GIMP Image Manipulation Program, because GIMP is a drawing/photo editor not a video editor I had to make a gif instead, there's an option to Stroke the selection, on each layer shown on the right i shifted the stroke by one click (little red line next to 'Dash pattern' in my pic below)

The gif is on the bottom track muted, I had to reduce that gif by 2 frames so that when i dragged it out it looped correctly, I then rendered as propres alpha to a new track.

If you want to know more about how it was done let me know, it didn't take long & the shape & stroke size can be altered.

Try this:

Once you have your animated dashed line, duplicate it 3 more times and position those duplicates to form a square. If you want to animate the box drawing itself onto the screen, copy those 4 dotted lines positioned into a square into a new composite shot, and use a mask to gradually reveal each line of the square.
