Even with the project settings set to single layer (disc size 4.7) the software will detect an 8.5 GB disc in the burner and ask you to place a chapter marker for where the layer break will be present.

In this case should you put the break at the end, or does it need to be split 50/50?

I don't know. I just wanted to know if projects that are less than 4.7GB can be put all on one layer to save the layerbreak cut that most players show as a cut in audio/video briefly.

You can't avoid the layerbreak.

This is the physical limitation of dual layer disc..

Even if my project is less than one layer's data limit? Why does it ask me for a layerbreak with a 2GB project?

Perhaps that should assume 'no layer break' will be made if you put the layer break at the end. (I never experiment with this, so this is my thought so far where the program / workflow detects the Dual Layer, so it requires the layerbreak question.

I don't think so. I had a 2GB project and it didn't render all the way to burn because it wanted a marker placed between like 1/2 way through to 2/3 way through so it could do a layerbreak. Before I render it asks to choose a layerbreak automatically, choose one only if it appears in a title (always does) or choose one now.
