YOu can't. That's an Acid function. You CAN stretch or shorten the song by a little bit in Vegas, simply grab the right edge and either shrink or stretch it. Right click, select Properties, and choose how you want it to act, such as 'change length, preserve Pitch" and depending on the audio content, you might need to select the best sounding algorithm from the drop down menu.

Thats sucks that you cant adjust the tempo...You would think that it would be a function in VV3...it seems like it would be easy to add that function to it. Thanks for your input...

Well...
If I had a nickel for every time someone thought something was easy in most any software application, I'd be rich. There is a tremendous amount of math that comes into play here, and CPU's can only do so much. I guess that's why Acid is for editing tempos and transient detection, and Vegas is for editing Video. They could probably both do both, but then there wouldn't be a need for one or the other, and the price would be sky high, and maybe someday Intel and Microsoft would build a processor that could handle it all...
There are always trade offs. Functionality vs speed, vs user demand. I'd rather have external monitor than have tempo editing, for instance.
