I am using the standard crossfade vegas automatically gives.

The Gap Wizard in Excalibur will allow you to set all transitions to the same length but will change the length of your timeline as well.

If you need to keep the timeline length the same but make all transitions the same length, a custom script would need to be written. Then you would also have to determine whether extra frames were added or deleted from the beginning of the second clip, the end of the first clip, or possibly both.
