How to create the UI dialog for a script

I have created a script that takes the selected clips and adjusts the duration and overlap of each, so they are consistent. It can be used to match a series of photos or clips to a set duration. A strange omission from Vegas.

It is quite basic, but it generally works. If any scripters want a copy to refine, correct, enhance etc then just ask. Or is there a script already available for this?

Anyway, it pops up a dialog box - and I am not at all familiar with UI coding, and it shows! So, the question is - will Visual Studio (free) or VS Pro be required to ease the creation of a UI (e.g. using WYSIWYG type layout)? I have VS Code - but that has no UI tooling. And I don't think that Eclipse has support for C# either. To be honest, I'm not sure I have time to learn too much at this time - roll on retirement!
