How to crop out content from imported 4K clip and use in 1080p project

My project is 1080p. I have 4k footage exported into the project.
I want to animate-crop 1920x1080 section from 4K footage. I'm trying to use Pan/crop tool, but it looks like it first shrinks 4k footage to 1080p then crops it. This is not what I want. I want first crop, and because my crop section will be 1920x1080 there should be nothing to shrink.

Sorry I'm noob here, may not use right lingvo.

Pan/Crop is the right tool. It would not shrink your source media, actually it is the only tool which would always process on the source frame size. I sometimes use it for extreme zooms into gigapixel photos.
