how to crop without zooming

I want to only output a small part of a video. When I use the crop tool, the remaining part of the video gets zoomed in on, which lowers the quality. How can I simply crop a video like I would a photo?

Turn off LOCK ASPECT button and the STRETCH TO FILL FRAME dropdown and SIZE ABOUT CENTER button
