If you're not into scripting, you could do it the slow and tedious way.

  • Align all the clips across stacked tracks.
  • Select the first second.
  • Cut them all at once.
  • Place them on the timeline as needed.

There's a tool in the HappyOtter Free Tools Library, Trim Frames, that will do what you want. Here's a screengrab of the dialog.
