How to do this effect

For my next short I'm looking to have my main character stop what he's doing and look on to a tv in front of him. There's stock footage I'd like to have shown on the tv first at lousey resolution from his point of view, then good resolution for the audience gets a better look. Eventually, I want to show an accident where the tv has a small bullet hole and/or static insted of the stock footage.
I know you get all kinds of crazy lines and what not from shooting live tv's, so I thought of superimposing the stock footage insted. I was wondering if I should make a blue or green screen on the tv itself (if it would damage the tv I could always buy something from the thrift store) or if there are other ways this should be done. I'm also assuming that the cookie cutter tool could be used to superimpose the stock footage. I don't know if this would cause any issues, but I may shoot this at 60i or on 16mm (might try 24p as well, but doubtful).
Any thoughts or advice is greatly appreciated!

you could just use track motion to change the size of the stock footage and place it "on" the tv screen

Track Motion should be able to do this easily, with no need to alter the television at all. Simply shoot the scene with the TV off, or even play something on it so that the actor has something to react to. Then in Vegas place this video on a lower track and what you want superimposed on the TV on an upper track. Use Track Motion on the upper track to reduce the size of the image and position it over the TV screen.

There are some effects you can apply in Vegas to make this image look more "TV-ish". You might also want to draw a slightly rounded rectangular mask to place over the TV image so that it isn't a hard perfect rectangle.

In addition to the solutions you were given, I just want to add that you will not get crazy lines videotaping a television. This usually happens when taping a CRT computer screen.

You also probably want to use Satishs' 3D plugin to get the right perspective (if the TV is not shot dead on that is).

Any thoughts on how to create something that looks like a bullet hole? I figure it's no problem to get a staticy screen, but a hole is something that is beyond my talents.
Satish's 3D plug in sounds really good too. Can someone direct me where to go to get it?

Just shut the tv in blue screen.It will cost you$10-20 on flea market and save you a lot of time.It is difficult to create the effect where you have to show a busted glass with bullet hole in it.Cracks going every dir. Stand in decent distance and use zoom in.If you damage the crt tube it will implode.I would recomend 10feet blue screen and far away from residential area.

I just did something similar 2 weeks ago. Spray-painted the screen Krylon blue. Worked perfect. Didn't use green because there was grass & trees in the background. If it's not feasable to actually shoot a hole in it, just paint one on.

If you're going to shoot the TV, get a high speed camera for some really great slo mo, sort of a mini Zabriski Point. Maybe you can workout a way so that the keyed in image shatters with the screen and keeps moving. Don't know how that meshes with the rest of it but....
