How to edit/render to safe area?

I'm sure there's a simple way to do this, but it hasn't dawned on me yet. I have some 800x600 video that I want to transfer to DVD. I need to both resize it so it fits in a 720x480 aspect (not really a problem), but it also has to fit inside the safe area with a black border around the edges so I don't lose the edges of the image when it's shown on a TV. The latter I don't know how to do and would appreciate any guidance.

First, turn on the safe areas overlay in the preview window so you can see where it is. Position the cursor on a bright frame of the video so that you can see all the edges. Then use Track Motion (the little rectangle with an arrow button in the track header) to shrink the clip's frame area to fit inside the safe area border. This will create a keyframe at that point of the video and the frame size will shrink from full frame to this size at this point. In the keyframe timeline of the track motion window, delete the first keyframe and then drag this keyframe all the way to the left so that this size will be constant throughout the whole track. I would suggest letting Vegas handle the aspect ratio automatically as it does a pretty good job of it.
