How to export vertical video for phones?

Though I've configured Project Properties for 1920 vertical x 1080 horizontal, my export still produces a horizontal aspect ratio:

My setup is as follows:

In Project Properties 1920 vertical x 1080 horizontal. I did not change Output Rotation yet.

Then using Event Pan/Crop I made the rotation 90 degrees.

When I edit, my video is vertical. But when I export, the file dimensions are 1920 wide x 1080 high, with thick black bars on both sides of the video. What are the settings to export true vertical video and where are they applied?

Depends on your Vegas version.
In Vegas 20 there are export templates that type of video, like this

In all other versions you have to make a portret template yourself by customizing your favorite export template.

If you're using Vegas Pro 18, you'll likely have to customize your render template to 1080x1920.
