If it's PAL, it's not going to be 640 x 480, but I digress.
Put Vegas properties to 640 x 480 (File>Properties)
1. Put video on timeline
2. Park cursor/playhead on the frame to be captured.
3. Put Preview window into Best/Full
4. Click the small floppy disc icon in the preview window and save as either a JPG or PNG file format.

If you have lots of these to do, there are free scripts on the VASST site that accomplish this, or there are a couple purchasable scripts that do this too.

the fast - higher quality way ..

load video into VirtualdubMoD , set resize filter to 640x480 (use crop to keep aspect ratio - if you want) , hit "control + 2" for each pic you want OR set up to capture any N number of frames and go for it ..

VirtualdubMoD resize filters are higher quality than vegas, as well - it is about 5 times or more the speed for this ..

Does that make a difference in the actual quality of the saved jpeg file, or just what we see at the time we are going to snag that particular frame?

It absolutely affects the quality of the still. Otherwise, you're likely getting half res, not full res. I often pull shots from the Preview/Auto, for posting straight to the web, but I'd never try to do anything else with them.

Thank you for your help, I knew how to extract pics but I always got pictures with size like the preview.
Now I know that I have to set properties and best/full preview.
I don't get 640x480 but never mind, about 640x480 is ok too.

I'm looking for the best quality and I have virtualdubmod too, but when I go to
open my dv video it says I can't cause codec dv.
Can you tell me the address to download a free codec dv?
Another question:
my video is interlaced, should I deinterlace it to get a best quality?

use deinterlace .. yes , though you may want to split the fields (which will give you 1/2 resolution) and resize --- try either way you like it ...

i meant DV - not DVD , the link i gave is for the DV codec ...

you can de-interlace by avisynth or virtualdubmod or both ...
