How to install this "effect"

I had to reinstall VEGAS Pro.
I have set everything up as I had it.
But I can't add this icon to the (custom) Toolbar because it doesn't appear.
I haven't been able to find which Program/Effect/... it belongs to in order to reinstall it.

Does anyone know?

When you hover over the icon, what does the tooltip say?

The problem is that I can't place the icon, since it doesn't appear in the corresponding window from where it is dragged to the Toolbar.
The image I have placed corresponds to a previous screenshot, where you can see the icon...
This application/plugin/effect... is effective since it allows, among other things, to rejoin sequences that have been divided in the Edit Line.
