Here's a link to a really old Vegas VEG that someone (not me) did. Hopefully it will still work in the current version of Vegas (it works in 7.0d). Link good for seven days:

Depending on your scene, you may wish to simply add a photo of some good bolts as a couple of quick stills. Mask them out so just the bolt shows add some feather to your mask. You could then add a "glow" effect to the event. In addition to the bolts try jacking up the brightness of your scene for a frame or three on either side of the bolt. Experiment with it.

At 1:18 in this video I used both techniques. The canned vegas bolt and a couple of jpgs I found.

You might also want to look into particleIllusion by Wondertouch. It has some great lightning emitters along with 1000's of other FX.
