The following steps are assuming that your audio is not attached to any video clips.

In your Vegas project, put the 3 audio clips (2 language plus 1 music) on separate tracks.

For the left language track, slide the Pan control to the left.

For the right language track, slide the Pan control to the right.

The music will be common to both languages so make it mono by right-clicking on the clip and selecting "Combine". Leave the Pan control in the centre for this track.

Play the video and adjust the Vol sliders to balance the language and music tracks. (If there are large fluctuations in levels, this step could take a while and you might need track automation.)

Export in MPEG1 format using the VCD preset (PAL or NTSC depending on what you need).
