How to motion track a focal point

I'm hoping to slow down a clip and show a focal point, and then as the video moves, keep the focal point tracking with the object. Instead of trying to explain it, I've posted a picture that shows what I'm looking for. I've seen it done before, but not really sure how to explain it. Thanks in advance.
