How to move a mask

Using Sony Vegas Pro 8.1

I have to blur out a license plate and the angle of it is changing frame by frame. I need to create a mask and then move the mask rather than creating anchor points for each frame.

Problem is, no matter what I do, if I attempt to move the mask, the position of the video just moves. I can't seem to figure out how to just select the mask and move it. Any suggestions would be greatly appreciated!!

Switch to the Normal Edit mode (cursor).
Right-click on one of your anchor points and choose SELECT > ALL.
Place the cursor over one of the points and you can now move them all together.

Edit: Ok - one more quick question. How come is appears I can only move it on the X-axis. I can move it on the Y-Axis if I manually change the coordinates, but not if I click on it and attempt to drag it up and down.

Make sure the Movement indicator (bottom tool) is set to both directions and not X-only.
