How to produce 400 x 244 target webstream

I am looking to produce some "widescreen" videos for the web, and this ratio looks great, I am wondering how to go about doing this.

Should everything be shot in 16:9?
-4:3 and do a crop in vegas
-4:3 and select widescreen in vegas properties

If it's for the web then i wouldn't worry about any standard templates. Create a new project with the 400x244 frame size and a PAR of 1.0. 16:9 footage should fill this frame perfectly. Other formats will probably have to be cropped to taste. Render to 400x244, PAR 1.0. Done.
