How to put a counter on video?

I would like to render a time counter on web video clips (in seconds and fractions of a second). This is so that purchasers of stock footage can tell me for example "I want to license from 01.50 to 06.50". It should start at zero for each clip. This will be more accurate than relying on the time shown on the player.

Can this be done in Vegas Pro? Alternatively in AviSynth or VirtualDub or Procoder or something?

How about just using the Time Code FX?

You can add timecode to a track and/or to clips. One of the options is hr/min/sec.

I have a VEG file that shows you a few tricks for how to apply the timecode. It used to be at VASST, but you can't find anything at that site anymore (I just looked). The organization and searching are all fouled up. So, I posted it temporarily (next seven days) here:
