How to render video for website-to-cellphone use?

I'm guessing this has been covered before, but I ran into the Forum Search problem that's the subject of a separate thread (I get "Your search is too broad" when I enter "cellphone display render" as my keywords).

A client wants to start posting (on their website) short videoclips for folks to play on their cellphone-based browsers. Mostly, they'll be videoclips made up of a series of stillshots, plus music.

What's a good format to render to, to make the clips usable for cellphone browsers?

Also: Will that same format look OK for folks who browse the website using their computers rather than cellphones, or is it best to render two different versions, optimized for the two audiences?

What server will you be using?

It must be able to detect the viewer the customer uses and resize the page and use
the smaller graphics.

Do you have a phone that you can enail your desktop a sample video?

I am working on a site for Nitendo DS with the web browser.

Super (c) is free software that will create files for that purpose as well as many others.

I think your comment about a server having to detect the customer's viewer and resize accordingly, pertains directly to the situation I'm trying to learn about: putting videoclips on my client's website in such a way that they can be useful to people who are browsing the website through their browsers.
I'd greatly appreciate it if you can point me to further resources, for learning about the server-side requirements. I'm new at this particular segment of the world, so I don't yet even know how to evaluate whether my client's domain-hosting provider is set up properly for what the client is hoping to do.
