Does anyone know how Sony programmed the How-To tutorials, with those glowing boxes moving around the screen and animated hand pointing to different tabs, etc?

I know Sony was developed in Microsoft.NET, but i've never seen a tutorial like this.

Its quite impressive, and i was just curious if anyone knew how they did it.
