In Vegas Pro 23, it would not seem so - and nor in DaVinci Resolve either.

As a matter of interest, which mainstream NLEs currently do what you are seeking to occur in Vegas Pro?

I assume that you mean by pushing the scroll wheel L or R (where the mouse has that function).

I have vegas pro 22 , is this fixed in the 23?

 

What do you mean exactly? I can scroll horizontally through the timeline by clicking the mousewheel and drag left/right with the mouse in VP22:
