This is the media in question. While there is no rendering pipeline using the Quicktime plug in in 23, the decoding support should still be there. I don't have that plugin installed so was only able to get the audio to work.
We still do decode some old formats with the QuickTime plugin

I have the QT plugin installed. Only the audio will show up in VP23.
yes, the same happens here when I disable legacy AVC, but I need the video. I can’t use VP23 because of this issue. This is just one of more than 10 files where I’m having the same problem.
@john_dennis suggested using Shutter Encoder (highly recommended to have in your video toolbox) to convert to a file format that Vegas can handle. It was quick and easy and does batch work.
Interesting. In Vegas Pro 22, you need both the Apple Quicktime Player installed and the VP deprecated QuickTime plugin feature enabled.
My experience with VP23 Trial is identical. With QT player installed and the deprecated QT plugin enabled my old mov files (which are jpeg encoded and need QT) open perfectly with video and audio.
