Vegas Effects is part of the Vegas POST package and is not available to be purchased separately - nor is available for free. To get Vegas Effects. you would need to either purchase or subscribe to Vegas POST.
Vegas Effects is based on FXHome's HitFilm - https://fxhome.com/product/hitfilm - which has a free version; however, there is no integration anymore between HitFilm and Vegas Pro. Also, exporting/rendering from HitFilm free is only up to HD. To get 4K exporting/rendering, you'd need to take out a subscription to HitFilm Creator or Pro. The workflow would be using 2 editors: Importing media into HitFilm, adding the desired HitFilm FX, rendering that to a video file, and then importing that render into Vegas Pro.

I bought the medium edition which was basic at €250 during the promotions in June which I bought for €150

It depends on the FX pack - each should have instructions about the installation process.
In general, many will have an executable (.exe) file which is used to install the product. As long as the FX is compatible with Vegas Pro, the FX should automatically be picked up by Vegas Pro once the FX pack has been installed, and can be viewed in the Video FX window and the Plug-in Chooser window.
