According to a post by Marco in this thread HEVC support came in with VMS15. But to be sure you could download the trial of VMS16Plat to find out.

Hi. I'm trying the trial version of ms16. I am having difficulty in importing footage from my gopro black 7. I have tried importing several formats (4k 50fps / 2k 100fps and 1080p 200fps.) None of these work in that when I try to import, a message pops up stating that an error occurred and the reason could not be determined. (mp4 could not be opened). I can import 4k XAVC S & 4K XAVC S HD videos from my Sony a7rII without any issues. I have found that I can only import gopro footage if I use DivX converter to output the footage first to MP4/H264, AAC/AC3 - 1920x1080max - playstation 3 quality on the DivX menu). As is obvious I am no expert. I would appreciate it if anyone is able to provide a solution.

Probably you use the plain MS 16 and not the Platinum version where I showed there is no problem.
In my plain VMS 16 I see the same error as you

I think it depends on the version you use, so try also the Platinum version.

Just an update. Downloaded Trial version of Platinum edition as per advice from j-v. (I didn't realise there are trial versions of both basic and platinum versions of Movie Studio). I can now download gopro videos. Thanks again to j-v
