My scrubbing and preview video is a slideshow. I am editing 4k video from a GoPro 10. What settings can I change to improve the preview video frame rate ?

But I presume your source is HEVC from Gopro.
Looking at your processor, it does not have an internal graphics unit, especially for decoding (like preview) the intel QSV (if present, but in your case it is not) in Vegas pro 20 does wonders. So I think you are out of luck.

Do you simply substitute the files with the same names ?
yes, it certainly can, but the ideal is the combo of intel (decode) and NVIDEA (encode and/or help with gpu accelerated stuff line BORIS FX etc..).
I have never used the substitute personally, but I do know it is possible and supported in Vegas. You may have to do a search on this forum or look into the manual.
Please take into account that your computer's CPU is under the recommended minimum specifications for 4K in Vegas Pro 20: https://www.vegascreativesoftware.com/us/specifications/#productMenu - which may be affecting timeline performance. The minimum recommended for VP20 is an i7-7xxx with 8 cores and 32GB RAM, but an i7-5xxx with 6 cores and 16GB RAM might not be giving you the performance that you are expecting.
GoPro Black 8 H264 4K has worked well for me in VP19 and VP20 (same computer specs required for each VP version) in an on-spec computer - but 4K HEVC from GoPro Black 11 needs Legacy HEVC Decoding enabled in the File I/O tab in Options/Preferences to improve timeline performance in VP20.
Notice from my Specs that my computer's CPU does not have an iGPU (a KF CPU) so all VP timeline performance relies on the CPU and/or the GPU - and, as I understand it, GPU usage is more often than not utilised for VFX effects (e.g. NewBlueFX and BorisFX) than it is for timeline playback.
Since your system is below the recommended specs to run VEGAS, I suggest using proxies. Right click on the file in your project media window. Select "create video proxy". Let that progress bar on the bottom left fill, then set the preview window quality to "preview (full)" see if that helps performance.
