Because you've chosen a codec in AE6.5 that isn't native DV, and it's not native to Vegas. If you render to uncompressed in AE, and render to uncompressed in Vegas, you'll not see recompression.
or, render to uncompressed in AE and expect Vegas to compress it to whatever final codec you'll be using in Vegas for output.
For external preview, Vegas ALWAYS recompresses footage that is not native DV.

Several things to check:

1. Do not have Videoscopes on-screen. This will cause video to recompress (because it is actually applying the broadcast filter, whether you specified it or not).

2. Make sure you have not accidentally changed any track setting from default. The sliders should all be at 100%.

3. Make sure none of your events has the Opacity level set slightly below 100%. This is very easy to do accidentally while moving events around, settings fades, etc. I have a script over at the Sundance site that will "audiot" your project and look for many of these things.
