DVDA should give you a range in which you can insert a suitable break. Examine this range on the timeline and see if you can find a scene change. If not, then choose a spot where a momentary interruption would not be too significant. (The DVD player may pause momentarily when it has to change layers.) Then press M to insert a marker. This will probably be a scene/chapter marker. If so, immediately change it to be a chapter (only) marker so that it will not link to your scene menu. Then make your DVD as before and select for DVDA to choose the layer break.

It's usually best to let DVDA select the break point for you. I've had problems with playback when I chose the break point. Or you can just prepare the DVD folders and do the rest in ImgBurn.
