Place the text on track 1 and the video on track 2. Insert a text event using the first template (shows plain white text on a checkerboard-ish background). Type whatever you want and set the size appropriately. Click on the Placement tab and drag the text to wherever you want it to be in the frame.

If you position the cursor inside the text event area of the timeline before you add the text you will be able to see the finished result in the preview window while you type, size, and position the text.

Hm then I have an question again, how do I insert a new Track Line..?

Go to "Insert" in the menu bar and click on it. Then select "Video Track." Too, you might want to take some time and just click around on the workspace to discover what those neat icons are for. That will help reduce the risk of having to ask obvious questions.
