Insetting a file on the screen

I am using two video tracks, one of which has a lower opacity so both can be viewed simultaneously. I want to put in one more video track, but I would like to confine it to the upper left hand corner, covering about one quarter of the screen. Can this be done?

Yes it can. Add another track and use Track Motion to do this.
Vegas Pro has unlimited tracks, Movie Studio now has 10 and older versions had 4 so you still have room.
