Interlace or Non-Interlaced Line JPG

I've created a background image in Photoshop that contains a solid black background and a single skinny horizontal line. When I use this background on my DVDA project and view it on a TV set, the line is slightly flickering. Maybe this has something to do with interlace and non-interlace, but how can I make this line no flicker. Is there an option in Photoshop I should choose?

Sounds like the line is too narrow. If it is only one, even two pixels wide, you've seen the result.

I'll make the line a bit larger and try it again. I also noticed in Photoshop I can save as a PNG file and choose Interlaced as an option. I'm giving that a try too.
