Interlace questions(problem)

I have a very serious problem I've been battling for the past 3 days. I have a very short wedding that I finished editing, its about 20 minutes long. The 1st time I rendered the project it took an hour and 35 mins. After th render I noticed clips that were flickering when there was any motion in the scene. I believe this is an interlace problem. So I checked the resample box and proceeded to pre-render the problem spot. The problem cleared, when I rendered the entire project the problem returned. Now I wanted to try another solution, I opened VV 2 times, in the 2nd program I got the clip by its self. I changed the NTSC(DV) to NTSC(Standard) rendered it to a file, opened that file in my project and inserted it where needed. The problem seemed to be resolved until I did my final render again. I think I tried everything I can think of. Sonic Foundry Techs please respond, I've been through nearly most of the forums on this site looking for the fix for my situation and came up with nothing. I really need this help this project needs to be finished ASAP its 3 days over its shelve life.

Is this going out to DV tape or some other format?

Its going to DV Tape. Also this maybe a key piece of information for you (Sonic tech), the video clip i'm having the problem with is a PIP insert so its about a quarter of the screen size. When shrunk it will flicker. To the sonic staff, Do you all have to answer questions about all of the software. I mean are you all well versed in all the software you sell?
