interlacing issue

Guys
In a video I'm doing I have a white border (cookie cutter) up in the top right corner.

The top line of the white border of this small box flickers a bit when viewing on my HD tv.

The dvd is being played on a upconvert (up-conv turned off). Still yet the white line flickers like an interlace issue.

Is there a trick to stopping this?

Three suggestions.
1. Make sure the whites are no more than 235-235-235.
2. If that doesn't fix it, try a very small amount (0.001) vertical gaussian blur on the border.
3. Try and raise/lower the border by one pixel.
No matter what, make sure to keep max. white at 235.

also - assume you have Reduced Interlace Flicker (right click on event - Switches)
