Internet Connection Cannot be established error message

Win 7 Pro. I have no issues getting online. I tried using IE and an older version of Firefox to no avail. I don't get it. The serial number is recognized. It's the connection. I have disabled anti-virus, anti-spyware and cleaners. This message still comes up. Perhaps a hard wire direct hookup bypassing the router? That will create all sorts of vulnerabilities to the table. This really sucks.

Windows Defender has been known to cause problems. Perhaps it's lurking in the background?
