Is it possible to add a live hyperlink into video?

Is it possible to create a command that is embedded into text in a video.While video is playing or paused or stopped, viewer can click on website address that opens in a browser?

Not sure if Scripts forum is correct place. Commands maybe?

Generally, it's not possible. WMV format supports URL command given that you play video in Windows Media Player, but I've never used it and not sure that it will work.
The only way to do this is to add a link to the web player, as YouTube does
