For Audio, under the Vegas Pro View Menu, at the bottom of the menu options, Rebuild Audio Peaks Shift + F5.
If you're really feeling hard core, after you close Vegas Pro, you could delete the files with the same name as your source media that have .sfk as an extension. Sometimes, the extension has a numeral added to it. Vegas will rebuild the files when the project opens the next time. A real time-waster, but Hey!

Since the original question seems to be answered and I have a question that the fits the title, I'll hijack this thread.

If a new file is copied by some external process to the folder opened by the explorer in Vegas, the file does not show up unless I navigate away and back again. Is there a simpler way of refreshing the explorer view?

Yes - top of Explorer window, second icon from left - two curled arrows.

Another way is to simply right clik in the window of the folders & files, and select 'refresh'.
