Vegas has a multiband Graphic EQ plugin. I suppose it depends on how accurate you are with your mouse pointer, but you could conceivably set 531 bands with it (the window is 531 pixels wide). That should be plenty.

Over the master output faders find the plugin chain icon. It looks like a small rectangle with two "ears" growing out of the sides. Click on it and add Graphic EQ.
