Use an overlay of a lens flare or even a bright spot from a clip or even a Photoshop still and crop it down so it is over the eye. Then just cross fade it in and out.

I like the star spot, or hot spot or whatever is created by a lens flare, but is there any way to get rid of the "flare" part of it. Say I would just like star part, but not the flare?
I know I could cookie-cutter away everything but the star, but I wish there was a setting to get rid of the flare (the area of highlight that is opposite the hot spot).
Create a masking layer in the shape of the star and position the center over the
tooth. This will define the shape of the rays. If you rotate the mask slightly you
will get the tradional tooth glare.
