Is this another DVDA bug?

Trying to create a 21 minute menu background for DVDA. Motion backgrounds have to be less than 1GB, bitrate calcs tell me I can achieve this at 5.5 MBits / sec, adding up file sizes of mpeg and ac3 files tells me I'm well under 1 GB yet DVDA will not mux files as it thinks I'm over the 1 GB limit, it thinks I'm at 1.4 GByte.
Very frustarting as serious money involved.

OK,
too much stress causes brain death. Obviously DVDA has to do the encode of the motion menu itself to overlay the buttons etc. Fair enough I guess. So there's no point encoding to mpeg as it'll have to re encode that which isn't a good idea, better to just feed it the avi to start with.
Only issue I have with this is I then have no control over how it does the ac3 encode (I think that's the case, maybe it'll still use the ac3 file I feed it), if I go to PCM where it doesn't matter so much I have to drop the mpeg bitrate even lower.
