You can use the free Virtual Clone Drive to mount your ISO file. So far as the PC is concerned, it will look like an optical drive.

You then play it as you would a real disc.

I have looked for and not found a program that will play ISO files directly without first mounting. My hardware media player will, however.

A DVD .iso will open in many players like VLC.
A BluRay iso will require a virtual drive, as Peter Duke mentioned.
I'm using DVDFab virtual drive and DVDFab Media Player with good results so far.
