Issue with rotating images

In this video you can see my problem. The sides of the image have some type of issue and i m not able to fix it. This happens when i resize an image, add a border to it and rotate it. If anyone can help me with this i would apreciate it. Thanks

If you are talking about the rippling type effect around the border, there is nothing you can do about that. That is caused by the lines of resolution in the video standard.
