Jerky video effect

I'm making a video with an interview box in the corner, but I would like the background video to be relaly jerky, like when you view a clip in real time with lots effects.. I'm not sure how I would accomplish this or if even possible, but tips would be great!!

You could try right-clicking the clip, choosing properties, and changing the "undersample rate" giving you a lower fps.
