Jittery text after WMV encoding

I recently submitted a project for my workplace that required a maximum resolution of 320x240, 15 fps, 22k audio. When I finished encoding with Windows Media Encoder, I noticed that many of the text portions (generated within Vegas) of the video shake and jitter, usually when there is other motion occurring near or behind the text. I tried forcing resampling, reducing interlace flicker and rendering on Best quality, but the jitter is still there.

Anyone have any ideas on how to fix this?

I've seen this happen on 'E' entertainment channel quite often. If they run their news scroll at the bottom of the screen and lot's of strange video is present, their news scroll starts jumping and acting weird until the video portion goes to a normal scene. If they can't fix theirs, it's probably a real problem that can't quite be solved yet. Just depends on the video content. (I can't give you the scientific explanation.) I'm not too crazy about WMV either, so that may make it worse.
