Assuming this is only on playback, not in the rendered output, you're either:

a) Having to lower the quality of your preview.
b) Get a faster PC.

Decoding the HDV data uses way more CPU power than DV did, something has to give.

Yes. It's just that your PC can't keep up with real-time playback. Try setting the playback to Preview (Auto) and it should smooth out. If you add a lot of FX you may have to go down to Draft (Auto).

Bottom line: Your DVD's will be fine.
